What leadership asks first.

Is Quantos another detection system?

No. Detection reports an event after it occurs. Quantos reads governed signals together, forecasts where risk is forming, and places the evidence before the authorised decision-maker while action can still change the outcome.

Does one picture mean one central data store?

No. The picture is composed, not collected. Each agency remains sealed, owns its data, and controls what it contributes. Quantos unifies authorised intelligence without removing agency sovereignty.

Can it operate air-gapped?

Yes. Quantos is deterministic and can operate without a cloud connection or foreign model. It can run on sovereign infrastructure inside the required security boundary.

Does Quantos replace command authority?

No. Quantos forecasts, records the decision, follows the authorised action, measures the outcome, and scores its own call. Enforcement, operational, and use-of-force decisions remain wholly with authorised people and command.
